Freddie Blackmon – Columbus Police Department

Former Police Chief Freddie Blackmon was accused in a 2022 federal lawsuit of racially discriminating against two white officers, Lt. Ralph Dowe and Lt. Tony Litle, by not promoting them. The lawsuit alleged that Blackmon altered promotion rules to favor Black candidates, leading to the officers being passed over despite high evaluations. The city settled the lawsuit for $600,000, and Blackmon retired after receiving a $400,000 retirement package.
