Assistant Chief Hayward Finks filed a lawsuit alleging that Police Chief Keith Humphrey retaliated against him for testifying that Mayor Frank Scott Jr. rushed an internal investigation into a fatal shooting by Officer Charles Starks. Finks claimed a ‘campaign of retaliation’ ensued following his testimony.
