In 2002, Officer John Scott obtained a search warrant based on information from Pamela Murphy, who claimed her boat was stolen and located at Brockinton’s residence. Scott’s investigation included observing the boat at the location and confirming the theft report. However, the boat was later found to be lawfully possessed by Brockinton. Scott’s actions led to a lawsuit alleging violation of Fourth Amendment rights, but the court granted him qualified immunity, determining his belief in probable cause was reasonable at the time.
