Todd Clifford – Lakewood Police Department

In 2012, Officer Todd Clifford was involved in the arrest of Latonya Davis, a disabled Black woman. During the arrest, officers, including Clifford, allegedly smashed her car window, dragged her out by her hair and arms, and threw her onto the pavement. In 2016, the 10th U.S. Circuit Court of Appeals reversed an earlier ruling that had granted Clifford qualified immunity, allowing the excessive use of force claim to proceed.
