Gerald Chapala – Hoffman Estates Police Department

In September 2001, Officer Gerald Chapala was involved in an incident where he allegedly attacked a fellow officer, Caceres, in the locker room while making statements like ‘the end is near’ and ‘the Giant is coming.’ Following this, Chapala was placed on administrative leave and ordered to undergo a fitness for duty evaluation. During this process, he surrendered an unauthorized concealed semi-automatic weapon. After a series of evaluations and hearings, the Hoffman Estates Board of Fire and Police Commissioners found Chapala unfit for duty and dismissed him from his position as a patrol officer in June 2002. Chapala subsequently filed a lawsuit alleging violations of his constitutional rights, but the court granted summary judgment in favor of the defendants on the federal claims.
