Officer Taylor served from 1993 until his retirement in 2021. Throughout his career, he received multiple disciplinary actions: in 2000, 2001, 2004, and 2011 for driving incidents; in 2016 for completing personal errands on duty; and in 2020 for issues related to report writing and submission. In May 2020, Chief Ruszkowski implemented a performance improvement plan for Taylor due to ongoing performance deficiencies. Taylor was also placed on a one-day suspension without pay.
