In the early morning hours of January 8, 1996, four East Haven Police Department officers—Sergeant Daniel Gilhully, and Officers Robert Nappe, Joseph Peterson, and Ed Vecellio—entered Donald Jackman’s home after he made a series of phone calls to the EHPD using profanity and offensive names. During the arrest, Jackman was severely beaten, resulting in several knocked-out teeth. While facedown on his bed, one officer pointed a gun at his head and made racially charged threats. This incident was part of a broader pattern of misconduct within the department.
