In September 2022, Officer Charlotte Watts participated in the arrest of Indiana University graduate student Moses Baryoh over an unpaid parking fee. Watts and another officer forcibly arrested Baryoh at his apartment, leading to a federal civil rights lawsuit alleging violations of Baryoh’s Fourth and Fourteenth Amendment rights. The university settled the lawsuit in September 2023, and the IUPD Chief was dismissed for failing to follow mandatory review protocols during the investigation.
