In September 2022, Officer Charlotte Watts participated in the arrest of Indiana University graduate student Moses Baryoh over an unpaid parking fee. Watts and another officer forcibly arrested Baryoh at his apartment, leading to a federal civil rights lawsuit alleging violations of Baryoh’s Fourth and Fourteenth Amendment rights.
