Officer Robert Bowling, a member of the Fishers Police Department since 2008, filed a federal lawsuit against the City of Fishers in 2020. Bowling was placed on leave in 2019 amid ghost employment allegations, which involve performing non-government work during government hours. An internal investigation led to termination proceedings against him, although no criminal charges were filed.
