Over the past decade, the Elkhart Police Department has faced numerous disciplinary actions involving serious misconduct, including wrongful convictions, excessive use of force, and financial exploitation. Investigations revealed that of the department’s 34 supervisors, 28 had disciplinary records, and seven were involved in fatal shootings. An external study criticized the department for a ‘trust deficit’ and lack of accountability, leading to significant reforms and leadership changes.
