In November 1981, Officer David Sieg confronted fellow officer Ronald Woods in the locker room, directing profane and threatening language at him after Woods recommended a one-day suspension for Sieg due to a gas pump incident. This behavior led to a 30-day suspension and a one-year probation. Upon appeal, the Civil Service Commission terminated Sieg’s employment, a decision later reversed by the district court, reinstating him with full benefits.
