Corbin Payne – Waterloo Police Department

In June 2016, Lt. Corbin Payne was involved in an off-duty road rage incident where he confronted a motorist, Robert Carlisle, after Carlisle allegedly cut off Payne’s vehicle. Payne, who was a passenger in his wife’s car, followed Carlisle into a parking lot, struck Carlisle’s vehicle with his hand, screamed at him to get out, pulled him from the car, and grabbed him by the throat before throwing him back in and leaving the scene. Payne was acquitted of assault causing bodily injury in January 2017 but was demoted to officer in February 2017 due to lapses in judgment, discipline, professionalism, and integrity.
