On August 12, 2012, Officer Casada shot and killed Gregory Harrison during a nighttime encounter on railroad tracks. Harrison, who was intoxicated and emotionally distraught, kept his left hand concealed in his waistband and did not comply with commands to show his hands. Casada believed Harrison was armed and fired a single shot, resulting in Harrison’s death. A subsequent lawsuit alleged excessive force, but the court granted summary judgment in favor of Casada, finding the use of force reasonable under the circumstances.
