Justin Hattaway – West Monroe Police Department

Officer Justin Hattaway, serving as the supervising officer during the May 2013 arrest of Don Harger, was accused of failing to restrain or properly direct Officer Ledoux during the incident. Hattaway allegedly participated in the transport and booking process of Harger, who was arrested without probable cause. Harger filed a lawsuit against Hattaway and the City of West Monroe, alleging false arrest and excessive force. The court denied Hattaway qualified immunity, allowing the case to proceed.
