Officer Kyle Khuen participated in the shooting of Kwamena Ocran on January 8, 2021. Mr. Ocran was unarmed and fleeing when Officer Khuen and other officers fired their weapons, leading to Mr. Ocran’s death. A lawsuit was filed alleging excessive force and violations of the Maryland Declaration of Rights. The court allowed the case to proceed to discovery.
