Officer Jeffrey Kester participated in the 2015 arrest of David Vann. During the incident, Kester and other officers used excessive force, resulting in injuries to both Vann and Kester himself. Despite the use of force and the subsequent acquittal of Vann, Kester faced no disciplinary action for his role in the incident.
