Between 2001 and 2016, the Rochester Police Department’s Professional Standards Section investigated 923 civilian-generated allegations of excessive force by officers, sustaining only 16 (1.7%) of those complaints. From 2019 to 2023, the number of sustained findings for internal investigations of officer misconduct dropped from 39 to zero. The department attributes this decline to leadership changes within the police union, with disciplinary matters resuming in 2024. Nearly 30% of sustained allegations resulted in a memo being issued, which is not considered an accepted form of discipline according to the department’s internal affairs manual. Use-of-force incidents, such as the deaths of Daniel Prude and Tyshon Jones, have raised concerns about accountability and the handling of mental health crises by officers.
