The Greater Hartford NAACP has initiated an independent review of the recent fatal shooting of 21-year-old William Bowen by Hartford police. Corrie Betts, the organization’s president, noted that Bowen did not have a gun in hand when shot, raising questions about the threat posed to the officer. The NAACP seeks a transparent examination of the incident, including the release of audio and reports. State Inspector General Robert J. Devlin Jr.’s preliminary report states Bowen was tracked via Instagram Live displaying a firearm and was confronted by police, leading to a chase and subsequent shooting. Investigators recovered two guns Bowen possessed, but it remains unclear if he had a gun at the moment he was shot. Betts emphasized the need to explore root causes of police shootings to prevent future occurrences
