In March 2014, Officer Sean Owen encountered Thomas Hurd, who was intoxicated and causing a disturbance. During the arrest, Owen used a Taser on Hurd twice in quick succession, causing Hurd to collapse and sustain a head injury. The New Hampshire Attorney General’s investigation found no clear justification for the second Taser deployment but did not charge Owen with a crime. The Town of Farmington settled with Hurd for $24,500 to avoid a lawsuit.
