Patrick Vicari – Hammond Police Department

On September 24, 2014, Officer Patrick Vicari was involved in a traffic stop where he smashed a car window and used a Taser on passenger Jamal Jones, who refused to exit the vehicle. The incident led to a federal lawsuit alleging excessive force. The FBI investigated but found no criminal or civil rights violations. The lawsuit was still pending as of late 2014.
