In November 2000, Officer Clark was accused of inappropriate conduct during a traffic stop involving a minor. The plaintiff alleged that Clark frisked him, grabbed his scrotum, and made a derogatory remark. Additionally, Clark was reported to have used profanity and made threatening comments. Prior to this incident, Clark had received multiple citizen complaints regarding his demeanor during traffic stops, including allegations of threatening behavior and harassment. The court found genuine issues of material fact regarding the Fourth Amendment claim, leading to a denial of summary judgment on that claim.
