Incident: Lieutenant Lee Rakun has one of the most checkered histories on the force, with a lengthy disciplinary record spanning decades. His infractions include combative and insubordinate behavior and even violence. In 2005, he was first fired after allegedly striking two women at his home (domestic violence charges that were later dropped when the victims recanted)​

. Later in 2005, he was suspended again after a man accused him of making threatening phone calls (a harassment charge that was also dropped)​

. In 2010, Rakun was fired a second time following two dating-violence incidents with his girlfriend and for lying to investigators; he and the girlfriend had accused each other of assault​

. In 2012, he was fired yet again after he drunkenly used racial slurs toward an off-duty constable at a bar​

. Fast-forward to 2018: Rakun received two more indefinite suspensions – one for writing a derogatory slur on Facebook about Chief McManus appearing in public in gym shorts​

, and another for repeatedly leaving his duty post without permission and responding rudely to his captain when confronted​
