    In 2013, Corporal Navari was involved in the fatal shooting of Wayne Brunette, a man with mental health issues. The incident raised questions about the officers’ adherence to department procedures for handling individuals with diminished capacity. Plaintiffs’ expert opined that Navari failed to follow protocols related to containment, coordination, communication, time, and intervention.
