In February 2019, Officer Emily Heine, along with Officer Weston Voss, stopped Brandon Davis, an autistic Black man, without reasonable suspicion. Heine used her Taser on Davis seven times within a two-minute period. Davis was arrested and prosecuted but later acquitted. Heine faced a federal civil rights lawsuit for the unconstitutional stop, attack, arrest, and prosecution.
