One of four officers involved in the 2016 in-custody death of Tony Timpa, whom Dillard pinned face-down on the ground for nearly 14 minutes until Timpa became unresponsive and died. Indicted in 2017 for misdemeanor deadly conduct, but charges were dropped; a 2023 federal jury found Dillard liable for using excessive force (awarding $1 million to Timpa’s family). Remained on the force and was promoted to senior corporal in 2022.
