    In 2013, Deputy Bowcutt engaged in a high-speed pursuit reaching 50 mph, which ended in a residential cul-de-sac. As the suspect attempted a three-point turn, Bowcutt exited his vehicle, drew his weapon, and stepped in front of the suspect’s car. Despite commands to stop, the vehicle continued forward, prompting Bowcutt to fire three rounds through the windshield, killing the driver. A lawsuit alleged excessive force and wrongful death, claiming Bowcutt’s actions were reckless and unnecessarily created the need to use deadly force.

After blocking Burkinshaw’s vehicle in a cul-de-sac, Bowcutt exited his patrol truck, drew his weapon, and fired three rounds through the windshield, killing Burkinshaw. A lawsuit alleged excessive force and wrongful death, but the court found Bowcutt’s actions reasonable under the circumstances.
