In April 2017, Sgt. Carl Reilley detained a 13-year-old autistic boy near the Duchesne Library. The boy, wearing toy spy goggles and carrying his pet hamster, was forced to the ground, handcuffed, and sustained bruises. The incident led to a federal lawsuit alleging excessive force, racial profiling, and unreasonable search and seizure. An internal review found Reilley’s actions reasonable, except for mistakenly turning off his body camera during the encounter. The lawsuit sought damages and mandated training for officers on developmental disorders. In April 2017, Sgt. Carl Reilley detained a 13-year-old autistic boy near the local library. The boy, who was taking his pet hamster for a walk, was tackled to the ground and handcuffed after allegedly running from Reilley. The incident resulted in bruising and emotional distress for the boy. An internal review found Reilley’s use of force reasonable but issued a verbal warning for mistakenly turning off his body camera during the encounter. The boy’s mother filed a federal lawsuit alleging excessive force and unreasonable search and seizure. The Sheriff’s Office scheduled additional training on recognizing signs of autism and other cognitive or developmental disorders following the incident.
