Officer Mormando – Norfolk Police Department

In August 2021, Officer Mormando was involved in an incident where he allegedly conducted an illegal arrest. The plaintiff called the Norfolk Police Department to his home to diffuse an argument, but Officer Mormando reportedly became agitated, slammed the plaintiff’s head on the floor, and placed him in handcuffs without explanation. The plaintiff was then taken to a hospital and later stranded there by the officers. An investigation determined that Officer Mormando’s actions violated police policy and procedure. In July 2024, a judge ordered Officer Mormando to pay $20,000 to the plaintiff for the illegal arrest.
