    Baytown Police Officer Juan Delacruz was indicted by a Harris County grand jury for the 2019 shooting of Pamela Turner, a 44-year-old Black woman with mental illness who was killed during an arrest attempt​:contentReference[oaicite:82]{index=82}. Delacruz encountered Turner at her apartment complex and, after a struggle in which she grabbed his Taser, he shot her multiple times.
