    Baytown Police Officer Juan Delacruz was indicted by a Harris County grand jury for the 2019 shooting of Pamela Turner, a 44-year-old Black woman with mental illness who was killed during an arrest attempt​:contentReference[oaicite:82]{index=82}. Delacruz encountered Turner at her apartment complex and, after a struggle in which she grabbed his Taser, he shot her multiple times. In 2020, prosecutors charged Delacruz with aggravated assault by a public servant for using deadly force they deemed unjustified​:contentReference[oaicite:83]{index=83}, marking a rare indictment of an officer for an on-duty shooting in the Houston area. (Delacruz was later tried and acquitted of the charge in 2022.)
