Jackie Len Neal, an 11-year SAPD veteran, was arrested in 2013 and charged with felony sexual assault after allegedly handcuffing and raping a 19-year-old woman in the back of his patrol car. Neal was fired and later pleaded no contest to improper sexual activity with a person in custody, receiving a jail sentence of just over one year; he also surrendered his peace officer certification. The City of San Antonio settled a civil claim by the victim for $500,000.
