In July 1996, Chief Deputy Phillip Hartley was involved in the release of inmate Leroy Owens, who had been severely beaten by fellow inmates. Despite medical instructions to monitor Owens’ condition, Hartley released him on his own recognizance and abandoned him at a motel in the early hours, disregarding a court order for Owens’ detention. This incident led to a lawsuit alleging deliberate indifference to Owens’ medical needs and violation of his constitutional rights.
