In March 2020, Officer Matthew Collins was involved in the in-custody death of Manuel Ellis, a Black man who died after being beaten, shocked, and hogtied. Collins was charged with second-degree murder and manslaughter but was acquitted in December 2023. Following the trial, he agreed to resign from the Tacoma Police Department in exchange for a $500,000 settlement.
