In 2021, Deputy Robert Hanks was involved in an incident at Clark County Jail where he and other deputies used excessive force against inmate O’Neal Payne. The deputies slammed Payne into bunkbeds, threw him facedown, and dragged him across the floor by a rope attached to his handcuffed wrists. The incident was captured on security cameras and led to a federal lawsuit alleging excessive force. Despite being placed on administrative leave and an internal affairs investigation finding the force excessive, Hanks faced no charges and was reinstated. The lawsuit highlights systemic abuse and neglect in the jail’s handling of inmates.
