    In 2021, Deputy Elkins was involved in an incident where excessive force was allegedly used during the arrest of Mr. Reynolds. Elkins, as a supervisor, was accused of failing to intervene while a compliant and non-threatening Reynolds was tased and pinned to the ground. The court found sufficient grounds to proceed with the claims against Elkins for supervisory liability.
