In May 2009, Officer Zachary Fairley, along with Officer Ryan Flanagan, detained Maria Davila-Marquez under the mistaken belief that she was a teenage suspect. Davila-Marquez, a 30-year-old Hispanic woman, alleged that her arms were forced behind her back and her face was pressed onto the hot hood of a police car, causing second-degree burns. She was charged with hindering a police investigation, but the charge was later dismissed due to lack of evidence. In June 2013, the city of Pasco reached a $100,000 settlement with Davila-Marquez over the incident.
