In January 2020, Officer Quirin responded to a noise complaint at a Casper apartment. Bodycam footage showed him entering the residence and, after a verbal exchange, forcefully slamming a woman, Adrianah Rodriguez, to the floor and kneeling on her neck. Rodriguez was arrested, but charges were later dropped. An internal investigation led to Quirin’s suspension for a week without pay and mandatory additional training. A federal lawsuit resulted in a $155,000 judgment against Quirin and the city for violating Rodriguez’s constitutional rights. Quirin remains a patrol officer with the department.
