In 2015, Scott Strobel, a deputy sheriff, was accused of having a sexual relationship with a minor. Sheriff Paul Babeu initiated a criminal investigation, leading to Strobel’s arrest and charges including Luring a Minor for Sexual Exploitation and Sexual Conduct with a Minor. Despite exculpatory evidence, the case proceeded to a grand jury, which eventually issued a ‘No True Bill’ finding, resulting in dismissal of charges on June 20, 2016. Strobel was terminated from his position on March 23, 2016, prior to the conclusion of the internal investigation. He filed a lawsuit alleging retaliatory prosecution and wrongful termination due to his support for Babeu’s political opponent. The court found sufficient allegations of constitutional violations to deny motions to dismiss certain claims.
