In 2004, Jailer Robert Missey was involved in the intake of Larry D. Hill Jr. at the Howard County Detention Facility. Hill, who had been arrested for suspected driving under the influence, exhibited signs of medical distress, including white foam at the mouth. Despite this, Missey and other officers did not provide immediate medical attention. Hill stopped breathing and was later pronounced dead at the hospital. A lawsuit alleged that Missey and other officials were deliberately indifferent to Hill’s serious medical needs and used excessive force.
