On May 6, 2016, Deputy Randall deployed pepper spray toward an inmate causing a disturbance in a shared cell. The spray missed the intended target and hit inmate Hollis Devin Martz in the face, eyes, ears, and mouth, causing vomiting and shortness of breath. Martz alleged that Randall, along with Deputies Chad Dowdle and Investigator Robert Gentry, denied him a shower, change of clothes, and medical attention overnight. A lawsuit was filed, but the court granted qualified immunity to the officers, concluding that the law was not clearly established regarding the failure to decontaminate or provide medical care absent prior use of unconstitutional excessive force.
