Deputy Madrid was wrongfully terminated in 2011 after being accused of time theft and subjected to demeaning treatment, including being forced to sit in a chair in the front lobby for nine hours a day. An arbitrator found the charges unproven and the actions against him discriminatory and capricious, ordering his reinstatement and compensation for lost wages.
