In 2019, Deputy Justin Ramirez was involved in the death of Chok Tok ‘Richard’ Rha, a 35-year-old schizophrenic man. Deputies responded to a call from Rha’s family seeking help to control his erratic behavior. During the encounter, Ramirez placed Rha in a carotid chokehold, continuing even after Rha lost consciousness. Deputies failed to provide medical aid, resulting in Rha’s death. The county settled a lawsuit with Rha’s family for $1.5 million.
