In 2006, Sergeant Jack was found to have created a hostile work environment for a female subordinate, disobeyed direct orders not to contact her during an internal investigation, and provided false statements to his supervisor. The internal affairs investigation concluded that Jack violated multiple policies, including false statements, insubordination, willful disobedience, and conduct unbecoming an officer. Initially demoted from sergeant to deputy sheriff, the Santa Cruz County Civil Service Commission later reinstated him to sergeant with a 30-day suspension. The County challenged this decision, and the Court of Appeal found that the Commission abused its discretion in reinstating Jack, emphasizing the seriousness of his dishonesty and insubordination.
