In 2019, Lieutenant Hossep ‘Joe’ Ourjanian was accused of embezzling anti-crime funds from the Sierra County Sheriff’s Office. An internal investigation led by Lieutenant Kameron Crawford concluded that Ourjanian had misappropriated these funds. Despite the findings, the county executed a ‘clean-record agreement’ with Ourjanian, sealing all records of the alleged misconduct and allowing him to resign voluntarily. This agreement prevented disclosure of his actions to future employers, enabling him to secure subsequent law enforcement positions without the misconduct being known.
