On December 13, 2006, Deputy Mark Alan Smith initiated a traffic stop on Vanessa Kowalyk. During the stop, Smith engaged in inappropriate sexual conduct with Kowalyk, including requesting her to expose herself and engaging in non-consensual sexual acts while on duty. Smith resigned on April 26, 2007, and on February 14, 2008, he entered a plea of no contest to the misdemeanor offense of sexual abuse in the second degree.
