In 1991 and 1992, Sheriff David R. Nelson’s senior officers solicited subordinates to purchase tickets to his political fundraisers during work hours, creating an inherently coercive environment. Despite being aware, Nelson failed to take effective action to prevent these solicitations, leading to reasonable cause to believe he violated conflict of interest laws.
