In the late 1980s, Officer Robert Singleton, while intoxicated, inappropriately touched two female officers under the pretext of searching for weapons. A disciplinary review board found that although Singleton had touched the women, it did not constitute sexual harassment because he did it out of ‘friendliness.’ The board recommended counseling for both the offender and the offended, treating them equally despite the misconduct. Sheriff Butler adopted the board’s recommendation.
