Sheriff Edward F. Dolphin – Summers County Sheriff’s Department

In April 2012, a jury found that Sheriff Dolphin was either ‘deliberate indifferent’ toward or ‘tacitly authorized’ Deputy Chellis’ conduct in creating a hostile work environment for former office deputy Cheryl Bratcher. The jury awarded Bratcher $500 in compensatory damages and $12,500 in punitive damages, with Dolphin responsible for $2,500 and Chellis for the remainder.
