In 2008, Sergeant Althea Mallisham used a Taser on three pre-trial detainees as a form of punishment. Each detainee was either handcuffed or securely locked in a jail cell and posed no physical threat. Mallisham pleaded guilty to three felony civil rights offenses and was sentenced to 61 months in prison in April 2012.
