In May 2011, Chief Messinger engaged in inappropriate behavior towards a female subordinate during a work conference in Las Vegas. He entered her hotel room uninvited, made unwanted physical advances, and suggested wrestling. An internal investigation confirmed his misconduct, recommending demotion to field deputy. Instead, Messinger resigned, utilizing his annual leave until his termination date in July 2011.
