On November 22, 2019, Deputy Turner conducted a traffic stop on Interstate 89, during which he detained a 21-year-old farmworker, Luis Ulloa. Turner contacted U.S. Customs and Border Protection agents, leading to Ulloa’s detention and subsequent deportation. Advocacy group Migrant Justice accused Turner of violating the department’s fair and impartial policing policies by inquiring about Ulloa’s immigration status and prolonging the stop. Sheriff Kevin McLaughlin investigated the incident and concluded that Turner’s actions were justified, citing concerns about potential human trafficking. Migrant Justice denounced the sheriff’s conclusion and pursued independent investigations and legal remedies.
